English Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a new poll of municipal councils, UK councils are planning to sell social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in England reported that six out of ten of councils are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and land to support their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of councils attempting to raise money from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Detailed Cases of Proposed Sales

Medway Council in southeast England announced its asset disposal plan included the disposal of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the strategy.

Council Tax Rises and Wider Financial Strains

The survey of councils in the coalition, which covers several urban centers, also found that over seven in ten of authorities will have to raise council taxes next April to address the growing cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and financial savings,” stated a council leader.

He added: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

Research of regional authorities recently also found council budgets being strained by the growing number of young people and older individuals needing Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (IMD) for English councils, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The figures highlights the scale of challenges confronting local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that accounts for and addresses the real levels of deprivation and demand,” said Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey found.
